The two winning ideas on improving the internet

Here are ideas4all’s 2 new winners. They wondered, “What would I do if I were Bill Gates?” and their ideas on improving the internet have obtained the greatest number of positive votes, making them winners, in compliance with the rules of the promotion.
It seems users would like to see the internet become a safer place, free of unwanted advertising. Who hasn’t received annoying junk mail? Which is probably why the most voted winning idea was:

(27637) SPAM-FREE E-MAIL
by Saiyajin, with a total of 423 positive votes, in which our user suggests we create “an e-mail service where unregistered e-mail addresses are not allowed to send e-mails to registered addresses”. “This would create an e-mail service where spammers (people who mass-send e-mails with advertising) could easily be detected and eliminated from the system.”

The second winning idea is (27920) DESIGNING AN OUTERNET TO KEEP INTERNET CLEAN AND USEFUL posted by user vijayasundhar, with 22 positive votes. This idea speaks of creating an “Outernet” that would monitor, control and keep the internet clean. So that when someone commits an on-line crime, that person be registered into the “Outernet”, and legal action be taken against them, if proven guilty.
